ABOUT US

CREATION:

The Human Resource Management and Development Office (HRMDO) began as a division under the City Administrator’s Office in 1989. In 1995, then City Councilor Hon. Gabriel Glennville Gonzalez authored Resolution No. 333 Series of 1995. This resolution proposed to revise the organizational structure of the local government of General Santos City by authorizing the creation of several offices that will handle the different functions of the city government. When the Sangguniang Panlungsod of General Santos City passed this resolution, HRMDO was among the new offices that were established.

MANDATE:

“Conceptualize, develop, coordinate, implement, monitor & evaluate policies, plans, programs, projects and activities for an improved employee and LGU performance in the delivery of services to the people.”

VISION:

“A highly disciplined, committed, professionalized and gender-sensitive workforce with well-defined roles utilizing established HRD structures and mechanisms and strengthened management system under a well-equipped and conducive workplace .”

MISSION:

“Happy customers availing responsive service from proactive, knowledgeable, competent, responsible gender-sensitive HR Personnel in a customer-friendly workplace.”

FUNCTIONAL CHART

Adminsitrative Unit

  • Exercise administrative functions in accordance with existing Civil Service Laws, rules and regulations relative to personnel management
  • Prepare review consolidate and submit budgetary estimates and justification
  • Prepare bills, statements of accounts, payrolls, vouchers and other related financial and personal documents and reports
  • Prepare and review for approval administrative communications and reports

Recruitment, Selection, Placement & Structure Designing Division 

  • Takes charge of employee recruitment, selection, placement and appointments
  • Establishes, administers and maintains the qualification standards on a continuing basis as an incentive to career advancement
  • Checks, reviews & analyzes position descriptions of job holders to conform with the organization’s and department’s mandate
  • Develops, implements, reviews Merit Promotion Plan and System of Ranking Positions
  • Provides secretarial, technical and administrative services to the PSB
  • Responsible for salary & wages administration
  • Renders reportorial services to local and national government agencies, NGAs and all other concerned offices
    Provides other HRD and personneling technical services

Training and Evaluation Division

  • Manages the internal training program of the City
  • Evaluates proposals for external training for employees
  • Conducts personnel studies to improve employee performance in the service delivery and maximize use of manpower.
  • Spearheads the continuing education program of the city government
  • Establishes and maintains the Local Learning Resource Center
  • Sustains the HRD Pool of Trainors
  • Takes charge of the implementation of a dynamic organizational and employee performance evaluation.
  • Conducts employee induction and orientation/ reorientation programs
  • Facilitate local and foreign assisted HRD interventions
  • Provides HRD and personnelling technical services whenever necessary

Records Management Division

  • Manages employee 201 files and service records
  • Prepares and updates plantilla of personnel, masterlist and profiles
  • Maintains and generates vital personnel information from data based source
  • Management and maintenance of HR Systems, database and reports
  • Renders reportorial services to local and national government agencies, non-government agencies and all other concerned offices
  • Provides other HRD and personnelling technical services

Welfare and Discipline Division

  • Responsible for the organization’s leave administration
  • Manages the LGU Retirement Program
  • Monitors and evaluates implementation of local and national policies, circulars and orders for employee discipline and welfare
  • Provides technical and administrative service to:Formulates policies for employee discipline and welfare
    • Administrative Board
    • Grievance Committee
    • Public Assistance & Complaints Unit (PACU)

  • Provides other HRD and personnelling technical services
